can i pour concrete over vinyl floors?

i am remodeling an old (built in 1949) house that has vinyl floors in the kitchen. they are cracked, uneven, dented etc... i have tried to get them up and they are not budging... i would like stained concrete in there. can i frame out and pour concrete over the vinyl? i know over time it will crack... i am doing a very industrial kitchen so that will be ok asthetically so long as it does not warant other issues.
