My floor joists bounce, and the floor isn't level. What do i do? I was thinking concrete followed by plywood to strenghen it.

1If your joists are weak enough to bounce, you don't want to add weight to them (concrete, wtf?)
What I'd do is build a support wall underneath the joists at the middle of the span. If you have a finished basement, call a contractor, he can better assess what to do than anyone here without seeing it.
